完善金稳会治理机制以有效防控系统性金融风险研究

Improve the Mechanism of Financial Stability and Development Committee to Effectively Prevent Systemic Financial Risks

习近平总书记在第五次全国金融工作会议上宣布设立国务院金融稳定发展委员会(简称金稳会),标志着我国现行"一行三会"的监管架构开始按照"统筹协调监管、有力有效"的要求进行方向性调整。2017年11月8日金稳会首次会议召开,明确五项主要职责。下一步,应立足我国国情、借鉴国际经验尽快做实金稳会,使其有序运转,依法履职,有效防控系统性金融风险。具体看,一是在厘清定位的基础上明确金稳会的权限;二是确定人员组成,细化金稳会下设日常支持型组织的具体架构和运转机制;三是优化运作机制,包括确立定期会议和不定期会议相结合的工作机制,信息收集、保密和透明度安排,问责机制等;四是尽快启动与金稳会相关的立法修法工作;五是按照急用先行原则,将加强资管产品监管协调和提升金融数据标准作为下一步金稳会的工作重点。

General Secretary Xi Jinping announced the we will set up the Committee of Financial Stability and Development under the State Council（ hereinafter referred to as the ＂CFSD＂） in the fifth national financial work conference,which indicates that the current regulatory framework of ＂one central bank and three regulatory commissions＂in our country is beginning to be adjusted in accordance with the requirements of coordinate regulation and effectiveness. The first conference of CFSD was held on November 8,2017,and five main responsibilities were clearly defined. Furthermore,based on China＇s national conditions and international experience we should implement CFSD as soon as possible to enable it to function orderly and perform its duties in accordance with the law to effectively prevent and control systemic financial risks. Specifically,the first responsibility is to clear the authority of CFSD on the basis of clarifying its positioning; the second one is to determine the composition of personnel,and refining the specific structure and operation mechanism of the daily support organization under CFSD are also necessary; Thirdly,we need to optimize the operation mechanism,including the establishment of working mechanism about combining regular meetings and irregular meetings,information collection,confidentiality,transparency and accountability; Fourth,we should start to make and change laws related to CFSD as soon as possible; Last but not the least,according to the principle of urgent use goes first,the next focus of CFSD＇s future work is to strengthen supervision and coordination of asset management products and raise our standards of financial data.
