社会保障国际化:研究缘起、典型样态与路径选择

Internationalization of social security system: research origin,typical pattern and path selection

我国社会保障制度改革面临着非常复杂严峻的国内国际环境,国内经济增长总体趋缓等新常态下老龄化问题叠加,世界各国社会保障发展不充分不平衡问题更加突出,应当立足国情,借鉴外国,对我国社会保障进行国际化改革与探索,从而促进社会保障制度长期可持续发展。以社会保障国际化为研究着眼点,在总结社会保障国际化内涵特征的基础上,进而基于国际社会保障协定的视角,全面考察实践中的社会保障国际化现状及存在的问题。在以上分析的基础上,提出了深化社会保障国际化改革与探索、加快形成全球范围内的社会保障国际化网络等政策建议。

The reform of China’s social security system is faced with a complicated severe domestic and international environment.In order to promote the long-term sustainable development of the social security system,China’s social security should be reformed along with international experience.Starting from the study of the internationalization of social security system and based on the generalization of the connotation and characteristics of international social security,the paper explores the current situation and its existing problems in practical international social security from the perspective of international social security agreement.On the basis of above analysis,the paper put up some suggestions including to improve the internationalization of social security system,to accelerate the building of an international network of social security system in the world.
