党的十九大提出,到2050年我国要全面建成社会主义现代化强国。所谓"全面建成",不仅包括经济富强、政治民主、文化文明、社会和谐,更要实现生态"美丽"的目标。生态文明建设已成为我国社会主义现代化建设的重要组成部分,建设美丽中国、建成社会主义现代化生态强国,不仅是党和人民的迫切需要,更是当前国情世情的形势所迫。当前,人民日益增长的优美生态环境需要与生态生产力短缺的矛盾还十分突出,我国生态生产力发展不平衡、不充分的问题还十分严重,这需要以绿色规划引领绿色发展,绿色战略布局绿色发展,绿色制度体系推动绿色发展,加强生态文明建设、推动我国加快迈入生态强国时代。当前,中国已经成为世界最大的绿色能源投资国,还将成为世界最大的绿色产业之国、消费之国,进而成为世界绿色发展最大的推动之国、贡献之国,为中国乃至世界人民提供更丰富、更高质量的生态公共产品,为全球生态安全和人类绿色发展做出更大贡献。

In 2017, the 19th CPC National Congress proposed that by 2050 our country should build a great modern socialist country in every dimension. The so-called ＂complete construction＂ means economic prosperity, political democracy, cultural civilization, social harmony, and the goal of realizing the ＂beauty＂ of the ecology. The construction of ecological civilization has become an important part of socialist modernization in China. This is not only the urgent need of the Party and the people, but also the current situation of the global and national conditions. At present, the conflict between people＇s ever-growing demands for a beautiful environment and the shortage of ecological productivity is very prominent, and the problem of unbalanced and inadequate development of China＇s ecological productivity is very serious. This requires green plans to lead green development, green strategic layout for green development, green system to promote green development, and thus strengthen the construction of ecological civilization and push China into the era of ecological power. Nowadays, China has become the world＇s largest green energy investment country. We will also become the world＇s largest green industry and a country of consumption, and thus become the largest country of promotion and contribution of world＇s green development. China will provide richer and higher quality ecological public products for people in China and even the world, and make greater contributions to global ecological security and human green development in the future.
