Learning City Construction Calling for Global Objective and Local Action:A Review of the 3rd International Conference on Learning City

第三届国际学习型城市建大会秉承前两届大会的精神和共识,对全民终身学习、学习型城市建设与可持续社会发展的重要议题深入研讨交流,形成的《建设学习型城市科克行动倡议》和《学习型城市与可持续发展目标:地方行动指南》两个标志性成果文件,进一步申张了大会的基本认识,明确了学习型城市促进当地可持续发展在基础民生领域的重点。从强化基础民生服务、强化跨部门协作与多资源整合、强化问题导向与市民主体性参与、强化特色发展与理论深耕以及强化网络联结与国际交流五个方面分析了大会给予我们的丰富启迪。

Adhering to the spirit and the consensus of the past two conferences,the third international conference on learning city construction conducts extensive discussion and interaction on the lifelong learning,learning city construction and the sustainable social development,documenting two marking results of ＂ A Call for Cork Action of Building a Learning City＂ and ＂ Learning City and the Sustainable Development Goal： A guide to Local Action＂. It further asserts the basic understanding of the conference and figures out the focus on the people＇s basic livelihood of learning city in promoting the local sustainable development. This paper analyzes the abundant enlightenments of this conference from the following five aspects： enhancing the basic livelihood services,improving the inter-departmental collaboration and resource integration,promoting problem-thinking and citizen subjectivity participation,strengthening characteristic development and theory exploration,and focusing on the network connection and the international exchange.
