摘要
本文运用比较法和文献法对部分发达国家先前学习认证政策进行比较分析。首先明确了先前学习认证及其政策的基本含义,并从国家层面立法、资格框架构建以及配套政策实施等方面梳理了部分发达国家先前学习认证政策的典型经验,然后归纳了先前学习认证政策的共同指向为共同的政策动因、相似的政策特点、共同的挑战和问题,最后从政策意识、原则及核心内容三方面总结了先前学习认证政策的启示和借鉴。
A comparative study on Prior Learning Accreditation Policy in some developed countries is conducted by the methods of comparison and literature research. It identifies the basic understanding of Prior Learning Accreditation Policy( PLAP),analyzes the typical experiences from the aspects of the national-level legislation,the construction of qualifications framework and the implementation of supporting policies,figures out the common points including common policy drivers,similar policy features,common challenges and issues,and summaries the enlightenment and reference from the policy consciousness,principles and the core contents.
