面向第四范式的城市公共安全数据监管体系研究

Research on the Data Curation System of Urban Public Security Oriented to the Fourth Paradigm

[目的/意义]近年来频发的公共安全事件反映出我国应急管理体系的不完善,也折射出对城市公共安全数据管理的缺乏。文章旨在解决城市公共安全领域数据监管中的诸多问题,进而有效保障城市公共安全。[方法/过程]文章从"互联网+"时代下城市公共安全保障的需求出发,将科学研究第四范式理论应用到城市公共安全领域,对城市数据的处理过程进行规范。构建了基于物联网、云计算、No SQL数据存储的城市安全大数据监管体系。最后提出了数据监管体系的监管职能,实现数据规范、数据质量、数据安全的管控。[结果/结论]文章为海量城市数据建立了监管体系,实现城市公共安全的智能管控,同时也扩展了科学研究第四范式的内涵。

[ Purpose/significance ] In recent years, public security incidents happen frequently, which reflect the problems of our emergency management system and the lack of data management in the urban public security field. This paper aims to solve the data euration problems in the urban public security field and guarantee the public security effectively. [ Method/process ] By analy- zing the demands of city public security support under ＂Internet ＋ ＂ era, the paper introduces the fourth paradigm theory of scientif- ic research into the data processing. A city security data monitoring system based on Internet of things, cloud computing and non-re- lational data storage is constructed. Finally, the function of the data euration system is put forward to control the data specification, data quality and data security. [ Result/conclusion] The paper establishes a curation system for mass urban data, realizes the in- telligent control of urban public security, and also expands the connotation of the fourth paradigm of scientific research.
