西方学术评议会对我国高校建立学术委员会的启示

Enlightenment of Western Academic Council on Establishing Academic Committees in China's Universities

推进高校内部治理结构是构建现代大学制度的重要举措。《高等学校学术委员会规程》的出台,为构建以学术为中心的评价机制提供制度保障。学术委员会作为最高学术机构,是高校学术管理体系与组织架构的核心。但目前我国高校学术委员会存在认知度不够、职权划分不明、具体操作失当等问题,使学术决策不能得到充分发挥。而西方学术评议会制度以系统性的教育立法和规范化的运作制度,给我国高校学术委员会的推行以深刻启示,并提供了借鉴。

Promoting the internal governance structure in colleges and universities is an important measure to construct a modern university system.The promulgation of the Regulations on Academic Committees of Higher Education provides institutional guarantees for the construction of an academic-centered evaluation mechanism.As the highest academic institution,academic committee is the core of academic management system and organizational structure in colleges and universities.However,at present,the academic committees can not be given full play in our country due to the insufficient awareness,indistinct responsibilities and incorrect management.In this aspect,the Western academic council system provides a reference for us with systematic educational legislation and standardized operational system.
