我国村镇生活污水治理技术标准体系构建的探讨

Discussion on establishment of technical standard system of domestic wastewater in villages and towns of China

村镇污水的排放特征差异很大,对污水处理技术的要求也不尽相同,因此,迫切需要出台有关村镇污水排放标准及监管政策,完善村镇污水处理设施建设标准,根据各地区特点,综合考虑经济发展与环境保护、污水排放与利用等关系,因地制宜地制定和实施相关的建设和运行管理标准。解决直接套用城市及行业污水处理技术、设计施工与运行管理脱节的问题。

Sewage characteristics in villages and towns are quite different, and different technol- ogies are required for rural sewage treatment. Therefore, there is an urgent need to promulgate the sewer discharge standards and regulatory policies, and to improve the standards for the construction of sewage treatment facilities in villages and towns. The regional characteristics, economic de- velopment, environmental protection, sewage discharge and reuse should be considered in develo- ping and implementing relevant construction and operation management standards suitable to local conditions. Problems including direct application of urban and industrial wastewater treatment technologies, disconnection between design, construction and operation management should also be resolved.
