建设世界一流大学的关键在于能够打造一支一流的教师队伍。借助世界大学普遍参考的四大排名体系中的师资指标与排名数据对世界大学排名前20位的学校与我国进入排名最前的3-5所学校进行对比分析可以发现,中国大学师资队伍的短板主要在于以师均论文被引、教师在国际顶级期刊的发文量和获得国际大奖的数量为主要考核点的教师科研水平方面与世界一流大学差距较大,内地高校国际师资比例与层次与世界一流大学差距较大。究其原因,主要在于我国一流大学建设中尚缺乏一流师资队伍成长的制度环境与组织生态。为此,建议国家在一流大学建设中,尽快落实管办分离和学术权力下放政策,注重学术人才成长的土壤培育和保护,努力营造良好的学术生态环境,聚合国际化人才并激发跨文化交流的创新力,逐步形成一流师资的内生机制,推进国内一流大学建设进程。
