On Coordination Mechanism Between Government,Universities and Markets under Background of Higher Education Supply-side Reform

高等教育供给侧改革是转变高校发展方式,破解高等教育发展面临的结构性失衡、体制性不顺和财政性效率不高等弊端的关键所在。供需作为高等教育发展的两面,在供给侧改革背景下,需要在明确供给和需求主体二者角色定位和权责的基础上,构建政府、高校、市场等三者平等对话和通力协作的机制。

The supply - side higher education reform is to change the developing way of universities, and it is also the key to crack such problems as high education structural imbalance, unsuitable system, low efficiency of financial investment and so on. The mechanism of equal dialogue and cooperation between government, universities and markets should be established on the conditon that the roles, priviledges and responsibilities of the supply subjects and the demand subjects are determined.
