东亚共同体构想是鸠山由纪夫政权的最重要的政策主张,其代表了鸠山政权"脱美自立"的战略抉择。也正是因为选择了重视亚洲的路线,在日本国内的既得利益集团与美国的压力下,鸠山政权最终出师未捷。本文的初衷并非要为鸠山政权鸣不平,而是关注日本国内的既得利益集团是如何影响现实政治生活的。日本政治所面临的最大问题就是缺乏对公权力的制约,既得利益集团的勾结就是其恶果。现在安倍政权所面临的森友学园、加计学园丑闻都是此类现象的延伸。这一问题如果得不到根治,以变革者形象出现的鸠山政权的命运只能不断重演,像基地问题等社会问题也无法彻底解决。

Yukio Hatoyama, Japan prime minister, thinks Japan needs to walk away from the previous stance of dealing with the regional security issue with force provided by the US. Thus, there came his East Asian Community proposals. But, the Democratic party of Japan had been steadily losing momentum for its ambitious effort to reshape politics and policy in east Asia＇s most influential democracy. Since Mr. Hatoyama formed his government, the interest groups have blossomed and proliferated and are now occupying a position of unprecedented power and influence in Japanese politics. This was the reason for the Hatoyama government＇s downfall.The problem of Japanese political institutions is that Japan does not constrain the administrative power. This situation is found in Japan now such as the Moritomo Gakuen scandal and the Kake Gakuen scandal. If the problem can not be saluted, Japan would not substantially alter its policy.
