民办高校公益性办学实现机制探讨

On the Realization Mechanism of Public Welfare of Non-governmental Institutions of Higher Learning

合理的制度安排是实现民办高校公益性办学的关键。受机制缺失等因素影响,我国部分民办高校在办学过程中出现了营利性行为,教育公益性的目标在逐利的驱使下被弱化。因此,要从制度设计、制度安排入手,构建民办高校公益性办学实现机制。构建与完善法律保障机制、宏观管理机制、社会监督机制以及学校法人治理机制,是现阶段促进民办高校坚持教育公益属性最核心、最迫切的制度安排。

Adequate institutional arrangements are the key to the promotion of the public welfare of non-governmental institutions of higher learning. In the actual running of the institutes, due to factors such as lack of mechanism, a considerable part of non- governmental institutions of higher learning are profit-driven, increasingly weakening the goal of public welfare education. There- fore, it is important to start from institutional design and arrangements to build public welfare mechanism for non-governmental in- stitutions of higher learning. The perfection of corporate governance mechanism, legal protection mechanism, macro-management mechanism, and social supervision mechanism are the most urgent institutional arrangements at this stage for promoting non-gov- ernmental institutions of higher learning to adhere to the core of educational public welfare.
