三、优化改革方法习近平总书记指出,改革开放是前无古人的崭新事业,必须坚持正确的方法论,在不断实践探索中前进。对于改革来说,方法问题从来都不是一个小问题。改革方法决定改革的质量和效率,在很多时候甚至直接决定改革成败。

Since the 18th National Congress of the Communist Party of China, the reform of each field has comprehensively deep- ened, innovated the reform theory, and made major achievements. The essence mainly includes ： determining the direction of re- form, deciding on the priorities of reform, and optimizing reform methods. In terms of determining the direction of reform, it is characterized by： the content is ＂comprehensive＂, the goal is ＂institution＂, the core is ＂balance＂, the focus is on ＂addressing key issues＂, the key is ＂reconstruction＂. Deciding on the priorities of reform means a series of crucial reforms have been intro- duced in the economic, political, cultural, social and ecological systems and in strengthening the Party. The task of building a strong base and forming the framework has been completed. In terms of optimizing reform methods, the focus will be on strengthe- ning leadership, systematic coordination, well - conceived planning, highlighting priorities, making efforts to implement, stand- ardize, pilot innovation and strengthen guidance. The three areas are integrated, supporting and interacting with each other, pro- moting the continuous improvement of the socialist system with Chinese characteristics, and modernizing the Party＇s governance system and capacity.
