摘要
实施"一带一路"共建,需要大批精通沿线国家语言文化、通解各国政经国情、深谙国际规则的战略型人才的支撑。通过总结与借鉴美国、德国和日本在战略型人才的培养经验和政策制度机制,建议中国应加强战略型人才培养的顶层设计与规划,制定中长期的高等学校"一带一路"人才教育改革规划;设立独立的"一带一路"国际化教育基金组织;遴选一批涉外院校、重点大学和科研机构作为"一带一路"战略型人才培养试点;强化与"一带一路"沿线顶级高校的人才教学和培育交流合作。
The implementation of the the Belt and Road Initiative requires a large number of strategic talents who master the language and culture,politics and economy of along countries,and are well versed in international rules. This paper summarizes and draws lessons from the experience and the system of policy and mechanism of American,Germany and Japan in the cultivation of strategic talents. We suggest that China should strengthen top-level strategy design and guidance,establish a long-term plan for the reform of talent education in Colleges and Universities; also,it is suggested independent international education funds be established,and some foreign institutions,key universities and research institutions be chosen as strategic personnel training pilot; further,it is advisable to strengthen exchanges and cooperation with top universities along the Belt and Road circle in terms of teaching and cultivating talents.
