新疆是世界四大文明体系的交汇地,乌鲁木齐作为新疆的首府城市是最具有文化产业发展潜力的城市之一,是新疆在"一带一路"国家发展战略中的排头兵;是新疆走向世界的先锋队。本文通过分析乌鲁木齐市文化产业发展背景、产业环境,提出了打造文化贸易中心、建设文化科技中心、培育文化金融中心、塑造文化旅游中心的建议。为加速文化产业发展、提升文化软实力、经济结构转型和升级换代、带动百姓就业致富,提供有效的理论依据,形成品牌、形成规模、形成完整的产业链条,全力推进新疆文化资源优势向经济优势转化。

Urumqi, as the capital city of Xinjiang Uyghur Autonomous Region, is one of the cities which has the most development potential in cultural industries in the environment of ＂one belt one road＂ national strategy. The paper analyzes the development background and the industrial environment of the cultural industry development in Urumqi City and proposes the suggestions of constructing cultural trade center, cultural technology center, cultural financial center and cultural tourism center so as to promote the Change of Urumqi City from cultural resources advantage to economic advantage.
