党代会周期、地方政府监管力度变化与环境质量——来自中国省级面板数据的经验证据

National Congress of Chinese Communist Party Cycle,Local Government Official Administration and Environment Quality——Empirical Evidence from Chinese Provincial Data

利用中国省级面板数据实证分析了党代会周期对辖区环境质量的影响。研究结果表明：中国各辖区环境质量在党代会召开前后呈现明显周期性波动。在进一步的理论分析和实证检验后,发现各辖区环境质量的周期性波动与党代会召开前后环境监管力度变化密切相关。党代会召开前后,环境规制强度和实施力度有所不同,进而使得辖区环境质量有所不同。每次党代会召开前一年和当年,各辖区环境规制强度和实施力度均上升,从而使得辖区环境质量改善;每次党代会召开第二年,各辖区环境规制强度和实施力度均下降,从而使得辖区环境质量恶化。

This paper empirically analyses the National Congress of Chinese Communist Party cycle on the jurisdiction＇s environment quality by Chinese provincial panel data. Results show that the environmental quality of Chinese jurisdictions is clearly cyclical before and after the congress. Further more,it shows that the periodic fluctuation of environmental quality in each jurisdiction is closely related to the change of environmental regulation before and after the congress. The intensity and the enforcement of environmental regulations is different before and after the congress,which in return makes each jurisdiction＇s environmental quality different. In the previous congress and the congress,each jurisdiction＇s intensity and the enforcement of environmental regulations are both growing,which in return improves the jurisdiction＇s environment quality.After the congress,each jurisdiction＇s intensity and the enforcement of environmental regulations are both decreasing,which in return worsens the jurisdiction＇s environment quality.
