提升我国高校协同创新能力的知识产权环境建设举措

Measures to Construct Intellectual Property Environment for Enhancing Chinese Universities' Collaborative Innovation Ability

高校协同创新要着眼于解决我国在科技创新方面的弱势地位问题。通过加强我国知识产权环境建设来提升我国高校的协同创新能力,需要针对在知识产权创造、运营、保护和管理四个方面阻碍我国高校协同创新能力提升的不足之处采取相应的对策,具体包括以下四个方面的环境建设:一是加强知识产权创新人才培养与激励环境建设,二是加强知识产权运营环境建设,三是加强知识产权保护与共享环境建设,四是加强知识产权利益分配管理制度环境建设。

Universities＇ collaborative innovation should focus on changing China＇s weak position in scientific and technological innovation. In order to enhance Chinese Universities ＇collaborative innovation ability by strengthening the construction of Intellectual Property（ IP） environment,it is necessary to take corresponding measures against the deficiencies which hinder the improvement of universities＇ collaborative innovation ability,in four aspects of IP creation,operation,protection and management. The measures includes four aspects of environment construction： first,strengthening talent cultivation and incentive environment for IP innovation;second,strengthening IP operation environment; third,strengthening IP protection and shared environment;and fourth,strengthening the environment for management system of IP interest allocation.
