中国收入分配总体公平度评价探讨

Evaluation of Overall Fairness of China’s Income Distribution

收入分配总体公平度的高低关系到国民经济的持续发展和社会的和谐稳定。评价收入分配的总体公平度非常复杂,仅仅用基尼系数这一指标不能全面准确地反映一个国家收入分配的总体公平程度。需要从收入的初次分配和再分配两个环节或者微观分配、中观分配和宏观分配三个层面,以及收入分配的客观评价和主观评价两个方面设置若干评价指标,文章构建收入分配总体公平度的评价指标体系基本框架,测算和评价中国收入分配的总体公平度。

The overall fairness of income distribution is related to the sustainable development of the national economy and the harmony and stability of the society. It is very complicated to evaluate the overall fairness of income distribution, and it is also impossible to fully and accurately reflect the overall fairness of a country＇s income distribution only according to its gini coeffi- cient. It must be done by setting a number of evaluation indexes from the two stages of initial distribution and redistribution of in- come, or the three aspects of micro distribution, medium distribution and macro distribution, and the two aspects of objective eval- uation and subjective evaluation of the income distribution. This paper builds the basic framework of evaluation index system of overall income distribution to measure and evaluate the fairness degree of China＇ s resident income distribution.
