环境污染治理投资效应评价指标体系的构建

Construction of Evaluation Index System of Investment Effect on Environmental Pollution Control

环境污染治理投资效应评价是提高环境污染治理投资效率和有效性的重要环节。文章首先从投资范围、投资主体和投资特点三个方面对环境污染治理投资的内涵进行界定,并与一般投资相比较,将环境污染治理投资效应分为环境效应、经济效应和社会效应,分析了环境污染治理投资效应的特性。然后根据环境污染治理投资效应的动态性特征,将投资评价分为预评价、过程评价和结果评价,将对投资结果的评价时期分为初期、中期和长期。最后,给出按指标功能分类的环境污染治理投资评价体系的框架,构建了环境污染治理投资效应评价指标体系。

Evaluation of investment effect on environment pollution control is an important part in improving the efficiency and effectiveness of environmental pollution control. This paper firstly defines the connotation of the investment on environmental pollution abatement from three aspects such as investment field, investment body and investment characteristics respectively. Fur- thermore, by making a comparison with general investment, this paper divides investment effect of environmental pollution control into environmental effect, economic effect and social effect to analyze the characteristics of pollution abatement investment. And then according to the dynamic nature of investment effect on environmental pollution control, the paper decomposes the evaluation of investment effect into pro-assessment, process evaluation and outcome evaluation, and the evaluation period of investment re- sult into the early, the medium and the long term. Finally, the paper presents a framework of evaluation system on the investment effect of environmental pollution abatement which is classified in the light of indexes function, and constructs an evaluation index system of investment effect on environment pollution abatement.
