协同创新视角下科研院所科技资源配置能力研究

The Study on S&T Resources Allocation Ability of Research Institutes Based on the Characteristics of Speed

基于融合演变速度状态和演变速度趋势的速度激励模型,以信息集结视角和"激励与惩罚"手段,结合改进突变级数、变化速度状态和趋势测量模型,构建了变化速度动态模型,并实证测度了协同创新视角下科研院所科技资源配置能力的截面静态和变化速度动态综合测度结果。实证结果表明:东部科研院所的科技资源配置能力较高,但其演变综合效度却呈现疲软甚至下降态势。相比之下,虽然中西部欠发达地区的科研院所科技资源配置能力较低,但其演变综合效度处于快速上升的发展状态。最后,根据实证结果提出了进一步强化科研院所科技资源配置能力的对策建议。

In virtue of the change speed state and change speed trend model, from the perspective of information gathering and the way of incentive or punishment, combining with catastrophe series model of static evaluation, change speed state and change speed trend, an empirical analysis is conducted to measuring scientific and technological resources allocation ability under the perspective of collaborative innovation. The results show that the research institutes of technological resources allocation ability in the eastern regions is high, while its evolution synthetic validity has showed ability in the eastern regions is high,while its evolution synthetic validity has showed weakness or even a declining trend. By contrast, some research institutes of technological resources allocation ability in central and western underdeveloped areas is low, but its validity is rapidly rising. Finally, according to the empirical results, the countermeasures and suggestions of further strengthening the allocation ability of science and technology and its evolution synthetic validity are proposed.
