成品油码头油气回收存在的问题及应对措施

Existing Problems of Oil Vapor Recovery in Oil Product Wharf and Countermeasures

针对目前成品油码头油气回收的现状和相关政策规范不健全以及船舶的配套设施不完善、老旧码头条件限制、相关经验不足等问题,提出了相应对策:一是及时与有关部门沟通,学习总结试点经验;二是码头油气回收可采用"冷凝+吸附"或"膜+吸附"等复合工艺提高处理效率;三是积极推动相关标准规范尽快出台;四是积极争取相关政策支持。

In view of the current status of oil vapor recovery in oil products wharf and the existing problems such as unsound policy norms,incomplete ship set,condition restriction of the old wharf,and lack of relevant experience,the corresponding countermeasures are put forward: the first is to communicate timely with relevant departments,and to learn and summarize the pilot experience; the second is to utilize combined process of condensation and adsorption or membrane and adsorption for oil vapor recovery in the wharf; the third is to actively promote relevant standards and regulations as soon as possible; and the forth is to actively strive for relevant policy support.
