摘要
不同历史时期有不同的执行文化,在执行的内容、方式、理念上会有很大差异。中国古代丰富的社会实践、社会政治及管理体制孕育了特色的执行文化,使中国传统执行文化表现出不平等性、缺乏民主意识、忽视个体利益、崇尚威权、关注人情等特征。这些特征折射出传统社会的发展概貌,与传统社会存在着很大程度的契合。传统执行文化的这些特质融入现代社会管理时,则成了一些不适应的介质,使现代执行文化表现出执行信仰一定程度的缺失、官僚主义时有发生、执行文化调试创新程度不够等问题。深入分析传统执行文化,挖掘其合理内核,以提升执行力为核心,创新执行文化,助力改革发展。
There are different executive cultures in different historicamethods and concepts. The rich social practice, social politics and management system in ancientChina gave birth to the characteristic executive culture. China’ s traditional execution culture shows inequality, lacks democratic awareness, ignores individual interests, advocates authoritarianism, and focuses on the characteristics of human beings. These characteristics reflect the of the development of the traditional society, and there is a large degree of agreemetional society. If these characteristics of the traditional execution culture are integrated into the management of modern society, it will become media that are not suitable for modern management. As a result, the modern execution culture shows some defects in faith implementation, bureaucratic behavior and inadequate implementation of cultural innovation. The thesis deeply analyzestional executive culture and its reasonable core to enhance the executive power, innovate executive culture, and help the reform and development.
