民族地区“精准扶贫”策略研究——以《共产党宣言》为理论基础

Research on the Strategy of“Targeted Poverty Alleviation”in Ethnic Areas——Based on the Communist Manifesto

《共产党宣言》作为马克思主义诞生的重要标志,前瞻性地指出了人类社会的发展方向,即实现人的自由全面发展,其中蕴含着"精准扶贫"战略实施的理论基础。当前我国民族地区"精准扶贫"战略实施面临精准识别困难、扶贫腐败、"精神扶贫"欠缺等多重挑战。解决好我国民族地区贫困问题需从以下几个方面着手:加强扶贫干部思想理论修养,提高人民公仆的责任意识;强化"扶贫、扶志、扶智"理论落实,拔掉民族地区的"穷根";健全"精神扶贫"制度机制,为民族地区"精神扶贫"提供坚强保障。

As an important symbol of the birth of Marxism,Communist Manifesto proactively points out the development direction of human society,that is,to realize the free and all-round development of human beings,which contains the theoretical basis for the implementation of the strategy of"targeted poverty alleviation".At present,there are many challenges in the "targeted poverty alleviation"process in ethnic areas of our country,such as the difficulties of precise identification,corruption alleviation and "lack of spiritual support".To solve the problem of poverty in ethnic areas in our country,we need to start with the following aspects:strengthening the ideological and theoretical training for the cadres and raising their awareness of being public servants;strengthening the concept of"alleviating poverty,improving confidence and helping education",and unplugging the poor roots of the minority areas;improving the mechanism of"targeted poverty alleviation"and providing"strong guarantee for precise poverty alleviation"in minority areas.
