The Five-zero Strategy of Fighting Corruption

腐败的产生可以从动机和机会两个角度来分析。防治腐败有两个维度:一是克服腐败动机;二是减少腐败机会。试图彻底克服腐败的动机是不现实的,只有最大化地减少腐败的机会,才能防治腐败现象的滋生和蔓延。要从治理战略上构建一套科学有效的框架,以"零容忍"为方向和标准,研究实现这一目标的相关战略手段。"五零战略"包括动机、机会、监督、扩散与目标五个方面的零收益激励、零机会控制、零距离监督、零扩散效应和零容忍目标。

The happening of corruption can be analyzed from two dimensions:motive and opportunity.So we can prevent corruption through overcoming the motive and reducing the opportunities.Only by minimizing the opportunities of corruption can we prevent and control the growth and spread of corruption.This paper constructs a scientific and effective framework about public governance with "zero tolerance"for corruption as the direction and standard."Five-zero Strategy"includes the following five aspects:zero-profit incentive;zero-opportunity control;zero-distance supervision;zero-diffusion effectiveness;zero-tolerance target.
