基于SWOT分析模型探讨边境欠发达地区高校编外用工管理

摘要 编外人力资源是高校发展的重要组成部分,随着人事制度改革的推进和高校的全面发展,探讨高校编外用工管理新模式具有重要意义。本次调查通过电话、访谈、问卷等形式对边境欠发达地区部分高校和企业进行调查研究,采用SWOT分析模型对高校引入第三方管理编外人力资源的优势、劣势、威胁和机会进行分析,以期探讨边境欠发达地区高校编外用工新模式。 Supernumerary human resources is an important part of the development of colleges and universities. Accompanied with theadvancement of the personnel system and comprehensive development of colleges and universities, it is great significant to discuss the su-pernumerary employment management pattern of colleges and universities . Through telephone, interview, questionnaire and so on , thesurvey investigated some universities and enterprises in underdeveloped border areas. This paper adopts the SWOT analysis model to an-alyze the advantage , disadvantage and opportunity of supernumerary human resources , in order to discusses the new model of the man-agement of supernumerary employment in underdeveloped border areas.
