Public welfare is the most prominent feature of public libraries. Unlike other departments, public libraries aim to provide people with more excellent services, enrich people’s spiritual world and enhance people’s cultural level. This article analyzes the formation of service ability of public library and the importance of improving service ability, and explores the countermeasures to improve the service ability of public library from several aspects such as personnel, technology and physical resources.
