随着我国对农业科研单位财政科技项目资金投入的持续加大,对财政科技项目资金的规范管理和提高财政科研资金的使用效率,备受政府部门、科研人员及社会的高度关注。新形势下,创新财务服务农业科研项目的机制和方式可以使科研人员集中精力潜心从事农业科学研究。农业科研单位建立财务助理制度势在必行,探讨了财务助理制度的相关管理政策和具体模式等。

As the state is increasing the funding for financial research in agricultural research institutions,how to regulate the use and management of financial funds,and how to improve the efficiency of the use of these funds are highly concerned by government departments,researchers and the society. Under the new situation,innovation should be made in financial management mode to allow researchers to concentrate on their scientific research. Therefore,the construction of financial assistant system in agricultural research institutions becomes unavoidable. This paper discusses relevant management policies and specific models of financial assistant system.
