天津市科技创新券政策分析及优化建议

Analysis and Optimization of Innovation Vouchers Policy in Tianjin

为进一步降低企业创新投入成本,增强创新氛围,天津市借鉴欧洲发达国家以及北京、上海等地的先进经验,推出了科技创新券政策。本文在分析天津市科技创新券制度、举措的基础上,对天津市科技型企业进行问卷调查和统计分析,研究现行政策在发挥作用、实施过程等方面的执行效果,并针对执行过程中的不足之处,从吸纳创新资源、优化服务系统、加大宣传力度、强化流程监管等角度提出了相关的政策优化建议。

To reduce the innovation cost of enterprises and enhance the atmosphere of innovation, Tianjin Municipal Science and Technology Commission released an innovation voucher policy with reference to experiences from developed countries in Europe and domestic cities such as Beijing, Shanghai, etc. Te paper introduces major contents and implementary measures of the policy and studies its efect and defciencies by using the questionnaire survey method. In the end, it puts forward some recommendations on optimizing the policy from several perspectives.
