基于美丽发展的小城镇转型之路--以宁海梅林街道为例

The Road of Transformation of Small Towns Based on Beautiful Development:Taking the Meilin Town in Ninghai as an Example

小城镇是中国城镇化的重要载体,在经历改革开放以来的大发展之后,当前面临着生态破坏、环境不佳、设施滞后、特色缺失、管理薄弱等一系列问题,亟待转型发展。文章剖析了小城镇问题的根源,并针对性地提出分步转型的策略:近期以问题解决为重点,全力推进小城镇环境综合整治工作,远期以系统的美丽城镇打造为方向,联动推进生产方式、生活方式和社会治理方式转型,逐步增强小城镇的吸引力、竞争力和内生力。并以浙江省宁海县梅林街道美丽城镇行动为例,提出了小城镇"五美战略",实施生态小镇、品质小镇、幸福小镇、活力小镇和人文小镇"五个小镇"行动,着力推进小城镇转型发展。

Small towns are the important carriers of China＇s Urbanization, after the great development of small towns since the reform and opening up,small towns are faced with some problems at present, such as ecological destruction, poor environment, lagging of facilities, lack of characteristics, weak management and so on. Small towns are in urgent need of transformation and development. The paper analyses the root of the problem of small towns,and puts forward the strategy of step by step transformation, focusing on the problem solving in the near future and pushing forward the comprehensive environmental improvement of small towns.Forward to the beautiful town to build system linkage direction, promote the transformation of the way of production and life and social governance, gradually increase the attractiveness, competitiveness of small towns. Taking Meilin beautiful town action as an example, this paper puts forward the ＂five beauty strategy＂ of small towns, and implements the actions of eco town, quality town, happy town, vitality town and humane town ＂five towns＂, so as to push forward the transformation and development of small towns.
