重庆市耕地占补平衡指标市场化交易价格研究

根据价格形成机制,将耕地开垦费成本分为新增耕地成本和耕地质量等别提高成本,以耕地资源稀缺价值体现资源保护补偿价格,加之管护费用形成补充耕地调剂价格,将补充耕地调剂价格作为市场价格,在此基础上根据重庆市情制定不同等别不同地类的市场价格,并通过与耕地标准粮产量法、现行标准和其他省市标准相比较的方式验证调剂指导价格合理性。根据测算结果,重庆市新增耕地开垦费平均成本为1.28万元/亩,等别提升成本按耕地等别从低到高呈逐渐增加趋势,最高可达2.2万元/亩;调剂价格随着耕地质量等别的提升呈上升趋势,其中12等最低,为1.868 8万元/亩,7等及以上最高,为3.234 0万元/亩;市场价格随着耕地质量等别的提升呈上升趋势,且水田价格高于旱地价格,最低为12等旱地1.9万元/亩,最高为7等水田3.7万元/亩,市场价格反映了耕地的实际价值,突破了耕地资源的稀缺性。
