现代化经济体系建设的因应机制探索

An Exploration of the Coping Mechanism of Constructing Modern Economic System

"现代化经济体系"是基于中国社会主要矛盾的变化,紧扣新时代特征和未来经济发展方向,为贯彻新发展理念而提出的新战略。从历史根基、现实基础、实践要求和思想基础来看,目前中国建设现代化经济体系的条件已经完全具备,这些条件从根本上回答了为什么建设现代化经济体系的问题。现代化经济体系的基本内涵包括本质和主要内容两部分,回答了为谁建设、谁来建设以及建设什么样的现代化经济体系这三个问题。现代化经济体系建设的战略安排分为五个环节:战略理念、战略主体、战略保障、战略重心、战略布局,这五个环节从行动先导、主体核心、主体力量、主权保障、制度保障、战略核心、战略中心和战略重点七个方面回答了怎样建设现代化经济体系这一问题。

The modem economic system is a new strategy proposed to implement the new concept of devel- opment on the basis of the changed social principal contradictions in China and in line with the new era char- acteristics and the future direction of economic development. As far as historical and realistic foundation, prac- tice demands and ideological basis are concerned, China has made full preparations for constructing the mod- em economic system at present. Furthermore, she can fundamentally answer the question that a modem eco- nomic system should be constructed. The essence and the main content are the two parts of the modem eco- nomic system, about for whom it is to build, who can build it and what kind of modem economic system to build. Thus, five strategic steps are needed, including strategic concept, strategic subject, strategic security, strategic focus and strategic layout, as responds to how to build the modem economic system in the perspective of action guide, subject center, subject strength, sovereign guarantee, strategic core, strategic center and stra- tegic focus.
