全科医生服务农村社区:现实困境及其促进机制研究

Studying on the Realistic Plight of General Practitioners' Serving in Rural Communities and Its Promotion System

全科医生作为居民健康的"守门人",是得到世界认可的一个基本做法。全科医生服务农村社区是顺利实现医药卫生体制改革战略目标的关键。然而,如何让全科医生服务于农村社区居民是一个世界性难题。当前我国全科医生服务农村社区还面临着全科医生培养制度、执业运行机制不合理以及激励政策不到位等现实问题需要克服。因此,深化全科医生培养制度改革,完善全科医生服务农村社区执业机制以及加大对全科医生服务农村政策激励程度,建立国家全科医生服务农村社区的荣誉制度已经成为当务之急。

General practitioners are worldwide considered as the ＂gatekeeper＂ of residents＇ health. General practitioners＇ serving in rural communities is the key to successfully achieve the strategic objectives of medical and health reform. However, it is facing many problems, such as unreasonable training system, operation mechanism and incentive policies. It is urgent to deepen the reform on training system, improve the operation mechanism, promote the incentive policies, and establish honor system for the general practitioners serving in rural communities.
