摘要
当前,我国政府购买图书馆服务的法律规制存在购买范围界定不够明确、监督机制有待完善、绩效评估不够规范、社会组织培育未得到重视四大问题,完善我国政府购买图书馆服务法律规制的主要路径,包括:建立健全相关法律体系、确定政府购买图书馆服务的范围、完善政府购买的过程监督制度、建立科学的绩效评估体系、积极培育和发展社会组织。
At present, there are four major problems in the legal regulations of our government purchases of library service： scope of purchases is not clearly defined; supervisory mechanisms needs improvement; performance evaluation is not standardized; and the cultivation of social organization has not received due attention. The main ways to perfect include establishing and improving the relevant legal system, defining the scope of government purchases of library services, improving process supervision system, establishing scientific performance evaluation system, and actively cultivating and developing social organizations.
