Yunnan Tibetan Area from the Perspective of the Modernization of State Governance System

民族地区的治理体系现代化是构建"现代化国家治理体系"的重要组成部分。云南藏区作为我国的少数民族地区,在推进国家治理体系现代化过程中面临着边疆维稳、宗教文化复杂多样、生态环境等诸多困难与挑战。通过调查发现,云南藏区的社会组织作为国家治理体系现代化的重要载体和主要力量,在推进藏区治理中发挥着重要作用。尤其是在促进政府职能转变,弥补政府公共服务不足,维护公民基本权益和提升多元共治能力上发挥着举足轻重的作用。总之,云南藏区社会组织的发展能够较好地将国家治理体系与能力的现代化统一起来,有助于提升民族地区的社会治理水平,促进国家治理体系现代化平稳、有序、健康发展。

The modernization of the governance system in ethnic areas is an important part of the construction of the country＇s ＂Modern Governance＂. In Yunnan Tibetan area, there are many difficuhies and challenges during the process of the moderniza- tion of state governance system, such as maintaining stability in the border area, religious and cultural diversity, and ecological environment. Through the investigation, it is found that the social organizations here, as an important carrier and main force of the modernization of the national governance system, are playing an indispensable role, in particular, in promoting the transfor- mation of government functions, improving the public services, protecting the basic rights and improving the ability of multi - governance. In conclusion, social organizations in the Tibetan area can better integrate the modernization of state governance system and capacity, help to improve the level of local governance in ethnic areas, as well as to improve the stable and healthy development during the process of the modernization of the national governance system.
