摘要
医疗服务质量事关国计民生,是执政能力和治理水平的重要体现。当前,我国医疗事业发展的重点是开展质量监控与评价,持续改进医疗服务质量。与其他评价方式相比,第三方评价不受利益约束,结果更加客观和公正,是一种备受推崇的医疗服务质量评价方式。日本JCQHC医院审查是世界上医疗服务质量第三方评价最为成功的典范之一,拥有20年的实施经验,值得我们加以研究。研究发现,JCQHC医院审查政策有着深刻的现实背景,建立起了完善的运行机制,不断修订和完善评价标准,取得了显著的实施成效,极大改进了日本的医疗服务质量。以此为鉴,我国需要从成立权威的第三方评价机构,完善评价流程,设计科学的标准和给予相应的政策支持四个方面推进医疗服务质量第三方评价。
The quality of medical service is related to the national economy and the people's livelihood, and it is an important manifestation of the ruling ability and the level of governance. At present, the focus of medical service development in our country is to carry out quality monitoring and evaluation, and continuously to improve the quality of medical service. Compared with other evaluation methods, the third party evaluation is not restricted by the interests, and the evaluation result is more objective and fair. So it is a highly praised way of medical service quality evaluation. Japan JCQHC hospital accreditation is one of the most successful examples of the third party evaluation of medical service quality in the world, which has 20 years of implementation experience, which is worth for us to research. The study found that JCQHC hospital accreditation policy has profound practical background, established a sound operational mechanism, constantly revised and improved the evaluation standard, achieved remarkable results, and greatly improved the quality of medical services in Japan. In view of this, China needs to promote the third party evaluation of medicat service quality from four aspects, namely, setting up authoritative third party evaluation institutions, improving the evaluation process, designing scientific standards and providing corresponding policy support.
