共生是职业教育集团化的基本存在方式,共生机制的构建面临法律法规不完善、资源依赖的非对称、协调、激励、监控机制缺位,多元参与未能实现等诸多困境。职教集团化办学共生机制的构建要从共生规范、共生纽带、共生动力、共生保障等方面入手,注重法律法规的完善、职业教育资源的整合、办学的多元参与、协调激励和监督机制的建立,同时积极借鉴德国、澳大利亚、美国等境外先进经验。
