权利平等与资源均等:社会保障制度建构的价值取向——评《新型城镇化背景下城乡社会保障一体化研究》

Equal rights and equal resources: the value orientation of the construction of social security system——Review of Research on The Integration of Urban and Rural Social Security under the Background of New Urbanization

作为巩固一国民生福祉的基石,社会保障在改善人民生活、维护社会公正方面具有不可替代的特殊价值。获取社会保障是公民的基本权利,提供社会保障则是政府的法定责任,前者表现为所有公民在获取社会保障权利上的人人平等,而后者则要求政府在配置社会保障资源上力求均等。无论是权利平等抑或资源均等,均有赖于将此两种价值理念熔铸于我国城乡二元社会保障制度的整合重塑之中。

As the cornerstone of consolidating a country＇s livelihood and well-being, social security has an irre-placeable special value in improving people＇s lives and maintaining social justice. Access to social security is a basic right of citizens. The provision of social security is the legal responsibility of the government. The former is the equality of all citizens in the right to social security. The latter requires the government to strive for equality in the allocation of social security resources. Whether equal rights or equal resources depends on the integration and remoulding of the dual social security system between urban and rural areas.
