江苏石化产业绿色竞争力的培育与提升——基于企业、行业、社会的多重视角

Green Competitiveness of Petrochemical Industry in Jiangsu: Based on Perspectives of Enterprise, Industry and Society

通过文献梳理和系统分析石化产业的行业背景,提出了石化产业绿色竞争力的概念,评析江苏省石化产业发展基本状况,对新常态下江苏石化产业面临的外部环境及发展压力与绿色机遇进行了阐述;基于理论分析和实地调研,分别从微观企业层面、中观政策层面、宏观社会层面系统提出提升江苏石化产业绿色演变发展的对策框架,强调江苏应充分发挥工业化中后期阶段和发达地区所特有的财政收入充足、产业技术领先、行业监管严格的优势,通过完善发展机制和产业引导政策,促进企业技术创新、驱动转型升级、履行社会责任,强化社会认知,提升江苏石化产业绿色竞争力。

This paper puts forward the concept of green competitiveness of petrochemical industry through literature review, expounds the development trend of petrochemical industry at home and abroad, analyzes the basic situation of the petrochemical industry development in Jiangsu Province, and elaborates the external environment of Jiangsu petrochemical industry, especially the development pressure and green opportunities faced by Jiangsu petrochemical industry under the new normal. On the basis of theoretical analysis and field research, countermeasures and suggestions on promoting green competitiveness of Jiangsu petrochemical industry have been proposed from micro perspective of enterprise, middle perspective of policy and macro perspective of society. It emphasizes that Jiangsu should give full play to the advantage of leading technology, strict industrial supervision, and adequate financial income being specific owned by developed region and late stage of industrialization, and the development mechanism and guiding policy should be perfect and promote enterprise technology innovation, drive transformation and upgrading, fulfill social responsibility, strengthen social recognition, so as to enhance the green competitiveness of Jiangsu petrochemical industry.
