国际炼化企业先进管理经验的启示与借鉴

Enlightenment from Advanced Management Experiences of International Refining and Chemical Enterprises

在经济和城市的发展过程中,由于缺少科学规划和强有力的法律干涉,一批过去远离城市的炼油和石化企业已经变成了城市中企业。企业与居民区之间的防护距离不断缩小,形成了企业被城市包围的格局。为了考察"城市化"炼化企业是否必须走搬迁一条路,能否通过加大科研、技术和资金投入,完善安全与环保设施,加强管理,避免发生重大安全、环保、扰民事件,把企业建设成为"安全可靠、清洁环保"的炼化企业,课题组通过国内外考察和技术交流,剖析同类企业成功的经验,研究了构建安全可靠、清洁环保型炼化企业的可能性和应采取的必要措施,提出了企业应从经验管理提升到科学化管理的路径。

This paper introduces the experience of the layout and management of foreign advanced enterprises, and put forwards the direction of improvement for enterprises according to the characteristics of domestic enterprises. In the process of economic and urban development, due to the lack of scientific planning and strong legal interference, a number of oil refining and petrochemical enterprises that used to be far away from cities have become mid-city enterprises. The protection distance between enterprises and residential areas has been continuously reduced, forming a pattern in which enterprises are surrounded by cities. A special study group was set up, in order to investigate whether the ＂urbanized＂ refining and petrochemical enterprises must take a road to relocation, or can improve the safety and environmental protection facilities by strengthening scientific research and management, and increasing technology and capital investments to avoid safety, environmental and public nuisance incidents and become the ＂safe and reliable, clean and green＂ refining and petrochemical enterprises. Through the investigation and technical exchange at home and abroad, the group studied the successful experience from similar enterprises, and analyzed the possibility and necessary measures to build a safe, reliable, clean and environment-friendly refining and petrochemical enterprise. The author also suggested the management upgrade routes for the enterprises from experience management to scientific management.
