共享经济对我国公共行政的挑战及应对路径——基于行政生态学的视角

On the Challenges and the Reform Path of Shared Economy to China's Public Administration——Based on the Perspective of Administrative Ecology

当前,共享经济的兴起与迅猛发展引发了一系列治理难题,包括现有监管方式、政策、法规无法适应其发展,多元利益冲突加剧,沟通频繁带来数据信息混杂失真等。对这些问题的治理,仅仅依靠市场、社会的力量是远远不够的,还需要政府加强市场建设,完善社会管理职能,创新公共行政方式。本文基于行政生态学理论的视角,分析了共享经济下经济要素、社会要素、沟通网络等给我国公共行政带来的挑战,进而提出了我国公共行政改革的现实路径。

At the present,the rise and rapid development of sharing economy not only leads a new business model,pro- motes industrial transformation and upgrading,but also reshapes social structure ,activates new communities,and increases social mobilization.However,the sharing of rapid economic development but also triggered a series of Governance Dilem- ma：current regulation,policies and regulations can not adapt to the development of multiple interests conflict intensifies, frequent communication data while the mixed information distortion.It is far from enough to rely on the power of the market and society to manage these problems.h still needs the government to intervene,strengthen the market construc- tion, perfect the social management function,and innovate the public administration way.Therefore, based on the back- ground of sharing economy,the article studies the influence of economic elements,social elements and communication networks on public administration in our country by drawing lessons from the theoretical framework of administrative e- cology,So as to provide feasible ways and measures for the future reform of public administration in our country with a view to achieving the benign and harmonious development of both public administration and shared economy in our country
