An Analysis on the Impact of Trump＇s Fiscal Plan on the U.S. Economy from the Historical Evolution of Fiscal Policy

近几十年来，美国财政收支已不是美国刺激经济增长的主要手段，更类似于调节收入分配的主渠道。文章以上世纪80年代和次贷危机后美国财政支出两个主要增长阶段为参照，分析比较了此次特朗普税改和预算计划的特点，并就其对美国经济的影响予以展望。

In recent decades, the fiscal policy has not been a means to stimulate economic growth in the United States, butrather a main tool to adjust income distribution. This paper analyses the characteristics of Trump＇s tax reform andbudget blueprint in comparing with the growth of the fiscal expenditure in 1980s and after the financial crisis, anddiscusses the impact of Trump＇s policy on the U.S. economy.
