摘要
新世纪以来,法国对俄政策摇摆于大西洋主义和戴高乐主义之间,游走在价值观和利益之两端。2000年以来法国三任总统治下的对俄政策变迁,基本上沿袭的是传统的平衡战略,但逐渐由利益导向转变为价值观导向。法国的对俄政策受到国内外多重因素的影响,主要包括欧美俄大三角关系、欧盟北约双东扩、法国战略考量以及国内精英对俄罗斯、对法俄关系的认知等。当前,马克龙治下的法国以欧盟建设为核心依托,以多边主义为战略手段,在美俄中三国间奉行均衡原则,以实现其"法国梦"。
Since the beginning of the new century, France's Russia policy has swung between Atlanticism and Gaullism, balancing between values and interests. On the whole, since 2000, for the evolution of France's Russia policy under the three presidents, it has mainly followed the traditional balance strategy, but gradually with a shift from benefit orientation to value orientation. Actually, France's Russia policy has been affected by multiple factors both at home and abroad, primarily including Europe-U.S.-Russia triangle relationship, the enlargements of both the EU and the NATO, French strategic considerations and its domestic elites' perceptions towards Russia and France-Russian relationship. At present, France under Macron relies on the core of constructing the European Union and adheres to balanced principles among the U.S., Russia and China by strategic means of multilateralism, aiming at achievingthe "French dream".
