新时代我国区域协调发展战略若干思考

党的十九大针对新时代中国特色社会主义主要矛盾的转化,把"实施区域协调发展战略"作为解决发展不平衡不充分问题的重要方略,为我国区域发展和区域政策指明了方向。目前我国各地区经济稳步增长,尤其是中西部工业化、城镇化进程提速,全国区域总体差异呈现收敛态势,但各大区域内部分化值得关注。未来我国区域经济要按照新发展理念,加快培育新增长动能,进一步提高区域发展的协调性和协同性。要统筹推进"三大战略"和"四大板块"发展,以雄安新区建设为样板探索人口经济密集地区优化发展新模式,以大城市群、特色小(城)镇和乡村振兴为重点构建现代化城乡体系,以集中连片特困区为重点加快区域整体性脱贫,以长江经济带为重点深入推进生态文明建设,以体制改革为突破口推动新一轮东北老工业基地振兴,以港澳与内地的一体化发展打造粤港澳大湾区世界级城市群。

In view of the transformation of the main contradiction of socialism with Chinese characteristics in the new era, the 19th National Congress of the Communist Party of China regards ＂implementing the strategy of regional coordinated development＂ as an important strategy to solve the problem of unbalanced and insufficient development, which points out the direction for regional development and regional policy in China. At present, the economy of all regions in China is growing steadily, especially the industrialization of the central and western regions, the acceleration of the urbanization process, and the convergence of the overall regional differences in the whole country, while the fractionization in each region should be paid more attention to. In the future, regional economy should follow a new concept of development, foster new growth drivers and further enhance coordination and synergy of regional development. It is necessary to comprehensively promote coordinated develop- ment of ＂Three Major Strategies＂ and ＂Four Major Plates＂, take the construction of Xiong＇an New Area as a example to ex- plore a new model of optimized development in densely-populated areas, build a modern urban and rural system which focus- es on the megalopolis, characteristic towns and rural revitalization, speed up regional overall poverty alleviation especially in contiguous areas of extreme poverty, strengthen ecological conservation with the focus on Yangtze Economic Belt, launch a new round of initiatives as part of the northeast revitalization strategy through institutional reform, and build a world-class city cluster of Guangdong-Hongkong-Macao Great Bay with the help of integration of Hong Kong and Macao with the mainland as to explore and establish a more effective new mechanism for regional coordinated development.
