文化产业全要素生产率动态演化——以江西省为例

利用2000-2015年江西11个设区市文化产业投入产出的面板数据,应用DEA-Malmquist指数方法 ,对江西文化产业全要素生产率的动态演化进行了实证研究。结果显示:江西文化产业全要素生产率变化具有波动性,但整体呈增长态势,其中技术进步是增长的主要源泉,而技术效率在整个考察期间的增长总体维持在较低水平;此外,江西各设区市文化产业全要素生产率及其分解值的改善幅度并不均衡,具有明显的地区差异特征。据此,应继续深化文化体制改革,通过加大金融对江西文化产业发展的支持力度,并在人才引进、土地供给和税收等方面给予文化企业以政策优惠;同时立足本地,大力培育和打造特色文化品牌,努力缩小江西各设区市文化产业之间的差距,以进一步提高江西文化产业全要素生产率。

Using the 11 prefecture-level input-output panel data in Jiangxi cultural industry from 2000 to 2015, this paper empirically analyses the dynamic change trend of the total factor productivity （TFP） of Jiangxi cultural industry based on the DEA-Malmquist index method. The main findings are that the change of TFP of Jiangxi cultural industry is fluctuating, but the overall trend is increasing, in which technological progress is the main source of growth, while the growth of technical efficiency is maintained at a relatively low level in the whole period of investigation. In addition, the improvement rate and decomposition value of the TFP of Jiangxi cultural industry is not balanced and has obvious regional differences. Therefore, we should further deepen the reform of cultural system, increase financial support for the development of Jiangxi cultural industry, and give the cultural enterprises some preferential policies in terms of talent introduction, land supply and taxation. At the same time, based on this locality, we should vigorously cultivate and create distinctive cultural brands, and try to narrow the gap among the cultural industries in Jiangxi province so as to further improve the total factor productivity of Jiangxi cultural industry.
