激活江西民间资本与推动创新创业对策

江西省是经济欠发达的中部省份,在支持民间资本推动创新创业的力度上与发达地区存在着明显差距。本文首先对国内外民间资本推动创新创业的政策进行梳理分析。基于实地调研,了解我国部分典型省市激活民间资本与推动创新创业的成功经验,分析出江西省在激活民间资本与推动创新创业方面的不足,据此,提出拓宽民间资本投资领域和融资渠道、搭建"互联网+创新创业"平台与股权众筹融资体系、设立政策性的引导基金、完善第三方担保体系、实施支持创新的相关改革举措等对策建议。

Jiangxi province is an underdeveloped province in central China, and there is a gap between Jiangxi province and the developed areas in supporting private capital to promote innovation and entrepreneurship. This paper systematically analyzes the domestic and foreign policies which encourage private capital to promote innovation and entrepreneurship. Then, through field investigation, we explore the successful experience in activating private capital to accelerate innovation and entrepreneurship in typical provinces and cities in China. Compared with successful cases in those areas, this paper summarizes the shortages in Jiangxi province in the aspects of activating private capital and promoting innovation and entrepreneurship. Finally, this paper proposes some countermeasures and suggestions, including broadening the field of private capital investment and financing channels, building ＂Internet Plus Innovation and entrepreneurship＂ platform and equity-based crowdfunding system, setting up policy-oriented guiding funds, improving the third party guarantee system and implementing relevant reform initiatives that support innovation.
