试论公共经济基于自身属性的特有规律

On the Special Law of Public Economy Based on Its Own Property

公共经济也是在客观规律支配下运行发展的,正确运用相关规律是自觉驾驭公共经济、增进人类福利的基础条件,而准确揭示和全面把握这些规律既是正确运用它们的认识前提,又是公共经济理论研究的根本任务。然而,现有公共经济理论受西方经济学传统局限,疏于对公共经济规律的探究,相关研究成果少之又少。实际上,公共经济规律是一个由普遍与特殊共同构成的多层复合结构体系,而基于公共经济自身属性的特有规律在其中起着主导作用。作为一种尝试,本文通过分析与借鉴,概括归纳出公共经济追求增进公共利益和公共福利、规模持续扩大、与民间经济均衡占用资源、公共物品提供结构均衡、与民间经济相互作用等五大特有规律。

The public economy is also running and developing under the control of the objective law. To accurately reveal and grasp these laws is not only a prerequisite for the correct application of them but also the fundamental task of the research on the theory of public economy. However, the existing public eco- nomic theory is limited by the traditional western economics. In fact, the law of public economy is a multi -layer composite structure composed of universal and special joint. As an attempt, through analysis and reference, this paper summarizes five laws of the pursuit of public interest and public welfare by the pub- lic economy, the continuous expansion of scale, balance of resources with civil economy, public goods providing the balance of public goods and interaction with civil economy.
