论柏林洪堡大学章程的学术本位取向——兼评《学术本位视域中的大学章程研究》

大学章程是"大学的宪法",对大学发展具有纲领性作用。大学章程的价值取向决定并支配着大学的价值选择,对提升大学的自我认知、自治能力以及办学水平至关重要。柏林洪堡大学是世界著名大学,《柏林洪堡大学章程》也是世界大学章程的典范。在柏林洪堡大学200多年的发展历程中,始终坚守学术本位的价值取向,以追求学术价值为最高目标,以大学自治原则统领学校发展,以组织结构保证教授治学。当前,我国正大力推进高等教育现代化建设,其重要标志是实现高等教育制度现代化,大学章程作为高等教育制度的核心组成部分,在建制过程中应注意四点:一是章程设计要立意高远,体现大学理想;二是厘清大学与政府关系,实现大学自治;三是尊重教育与学术规律,推进教授治校;四是注重章程的可操作性,营造制度氛围。
