摘要 基于金登的多源流理论分析框架,对《乡村教师支持计划》政策的确立机理进行分析。《计划》政策的问题流由检测指标的变化、农村教师队伍建设的困境和人大代表的提案、寻找最美乡村教师节目所引起的强烈反响汇聚而成;政策流由政府官员的表态、相关解决问题的政策措施和相关利益者的积极参与构成;政治流由强烈的国民情绪和全面建成小康社会进而共同发展的政治气候组成。在2015年6月这个关键时间点上,三大源流充分互动、积累、酝酿,进而促成《计划》政策议程的确立。 According to the multiple streams theory framework of John W Kingdon to analyze policy mechanism of Agenda Setting for The Plan of Supporting Rural Teachers. The problem stream of "plan" policy is composed of the change of detection indicators, the plight of the construction of rural teachers, and the strong reaction from the proposals of deputies to the people's Congress and looking for the most beautiful rural teachers show. The policy stream consists of government officials' statements, relevant policy measures to solve the problems, the active participation of the relevant stakeholders. The political stream is composed of the strong national mood and the political climate that builds a well-off society in an all-round way to promote common development. In the key time of June 2015, the three streams have been fully interactived, accumulated, brewed and the Policy Agenda for The Plan of Supporting Rural Teachers had been established.
