In the development of modern terrorist attacks,especially some great terrorist attacks happened since 2017,cities become the important targets for terrorists.Cities,with important infrastructure and convenient Internet ofthings, usually symbolize nations and attract big crowds of people.Therefore terrorists attack cities to cause interna-tional concern.In order to be more effective, public security organizations should follow the law to deal with unex-pected terrorist attacks in time, scientifically and comprehensively. Only in this way can we reduce the dangerousconsequences caused by crimes and prevent the spread of panic in society.
