摘要
针对公司监管项目QHSE管理过程中长期存在的监督检查不到位及整改不到位的现状,分析了QHSE监督管理体系失效的本质原因,探索提出剔除监督者的督导权,将监督者和督导分离,并实施监管分离与服务评价的管理优化方案;同时,在提高项目管理效率方面,提出QHSE管理共享体系建设的管理思路,通过建立共享的管理体系,打通管理环节信息流转渠道,分清各管理节点的责任,为QHSE监理管理体系的有效运行提供科学的管理方法。
During implementation of project QHSE, insufficient inspection and rectification are found currently. As to this phenomenon, root cause of QHSE inefficiency monitoring system has been analyzed. It is proposed that supervision right of monitoring staff be removed so as to separate supervisors from monitoring. Optimized plan of separation of supervision and management together with service assessment should be implemented. Meanwhile, in the aspect of improving project managing efficiency, the concept of QHSE administration sharing service system construction is put forward. Through building sharing management system, management information circulation route will be opened. Responsibility of each administration link will be clarified so that it could provide scientific management methods for the effective operation of QHSE supervision system.
